The UN human rights machinery is in a period of transition. In the past 18 months, we have witnessed the creation of the Human Rights Council, which has replaced the former Commission on Human Rights, as well as the call by the UN High Commissioner for Human Rights for a unified standing treaty body. Both these developments have attracted much debate within UN circles. This special issue brings together articles by treaty body experts, civil society representatives, and academics which analyse past practice and provide critical comment on what the future holds for protection of human rights at the UN-level.
