Instructions to authors

Once you have prepared your manuscript according to the instructions below, please visit the online submission website.

TYPES OF MANUSCRIPTS PUBLISHED

Publius: The Journal of Federalism features the latest research from around the world on the theory and practice of federalism; federal system dynamics; intergovernmental relations and administration; regional, state, and provincial governance; local government; and international and comparative federalism. The principal criteria for inclusion are a paper's quality and contribution to the field. Manuscripts are accepted for publication on the understanding that they have been submitted solely to Publius: The Journal of Federalism and that they have not been previously published either in whole or in part.

PREPARATION OF MANUSCRIPTS

Manuscripts submitted to Publius: The Journal of Federalism should be no longer than thirty-five pages including appendices, notes, references, tables, and figures. All textual material including references and notes should be double spaced. All self-identifying information should be removed from manuscripts submitted to Publius. Manuscripts should not contain acknowledgements or statements about funding support. Personal citations may be retained as long as these citations do not identify the author of the article to reviewers. Please note that the corresponding author's email address will be included in the online and printed article.

Manuscripts should be prepared carefully according to the Chicago Manual of Style, fifteenth edition. The most important rule of good style is to be consistent throughout a manuscript. Manuscripts accepted for publication must conform strictly to these style guidelines, and the editor reserves the right to make appropriate changes. If a manuscript is not in suitably usable condition, the editor reserves the right to postpone or refuse publication or request retyping.

Manuscripts should be submitted using the online submission system. Authors have the opportunity to append supplementary material not essential for inclusion in the text of a manuscript as online-only content linked to the online manuscript.

An abstract, not exceeding 125 words, should clearly and succinctly summarize the article. The abstract should appear on a page of its own following the title page. The abstract should include the central question addressed by the article, findings, and conclusions.

Manuscripts should be double-spaced, including text, tables, figure captions, and references. Italicize court cases and nonnaturalized words of foreign origin. Otherwise, please use italics sparingly. Do not use boldface text or all capitals except for acronyms. Acknowledgments should be placed as an unnumbered author's note at the end of the manuscript. Please keep such notes brief. Main headings within the manuscript should be centered on the page and typed entirely in capitals. Subheads within main headings should be typed flush to the left margin in italicized capital and lowercase letters.

Beginning with volume 36 (2006), Publius will use the Chicago Manual of Style’s author-date text citation style (rather than footnotes). Please refer to the Manual for detailed instructions on documentation style.

Figures

Please be aware that the requirements for online submission and for reproduction in the journal are different: (i) for online submission and peer review, please upload your figures either embedded in the word processing file or separately as low-resolution images (.jpg, .tif, .gif or.eps); (ii) for reproduction in the journal, you will be required at revised submission stages to supply high-resolution .tif files (1200 d.p.i. for line drawings and 300 d.p.i. for color and half-tone artwork) or high-quality printouts on glossy paper. We advise that you create your high-resolution images first as these can be easily converted into low-resolution images for online submission. Please note that all labels used in figures should be in upper case in both the figure and the caption. The journal reserves the right to reduce the size of illustrative material.

The number of illustrations should be kept to a minimum. Captions for figures should be listed on a separate sheet. All tables must bear a title. Footnotes may be used in the tables but not in the text.

AUTHORSHIP

All persons designated as authors should qualify for authorship. The order of authorship should be a joint decision of the co-authors. Each author should have participated sufficiently in the work to take public responsibility for the content. Authorship credit should be based on substantial contribution to conception and design, execution, or analysis and interpretation of data. All authors should be involved in drafting the article or revising it critically for important intellectual content, and must have read and approved the final version of the manuscript. Assurance that all authors of the paper have fulfilled these criteria for authorship should be given in the covering letter.

CONFLICT OF INTEREST

Potential financial interests must be disclosed to the Editor in the form of a statement in the covering letter. This statement will be published at the Editor's discretion. The conflict of interest test is simple: is there anything (e.g., shareholding in or receipt of a grant or consultancy fee from a pharmaceutical company or a contract from a medical devices manufacturer) that would embarrass you or any of your co-authors if it were to emerge after publication and you had not declared it?

FUNDING

Details of all funding sources for the work in question should be given in a separate section entitled 'Funding'. This should appear before the 'Acknowledgements' section.

The following rules should be followed:

  • The sentence should begin: ‘This work was supported by …’
  • The full official funding agency name should be given, i.e. ‘National Institutes of Health’, not ‘NIH’ (full RIN-approved list of UK funding agencies) Grant numbers should be given in brackets as follows: ‘[grant number xxxx]’
  • Multiple grant numbers should be separated by a comma as follows: ‘[grant numbers xxxx, yyyy]’
  • Agencies should be separated by a semi-colon (plus ‘and’ before the last funding agency)
  • Where individuals need to be specified for certain sources of funding the following text should be added after the relevant agency or grant number 'to [author initials]'.

An example is given here: ‘This work was supported by the National Institutes of Health [AA123456 to C.S., BB765432 to M.H.]; and the Alcohol & Education Research Council [hfygr667789].

LANGUAGE EDITING

Particularly if English is not your first language, before submitting your manuscript you may wish to have it edited for language. This is not a mandatory step, but may help to ensure that the academic content of your paper is fully understood by journal editors and reviewers. Language editing does not guarantee that your manuscript will be accepted for publication. If you would like information about one such service please click here. COPYRIGHT

It is a condition of publication in the Journal that authors grant an exclusive licence to the Journal, published by Oxford University Press. This ensures that requests from third parties to reproduce articles are handled efficiently and consistently and will also allow the article to be as widely disseminated as possible. In assigning the licence, authors may use their own material in other publications provided that the Journal is acknowledged as the original place of publication, and Oxford University Press is notified in writing and in advance.
