One year after the bombing of the UN headquarters in Baghdad, this special issue reviews the legacy of Arthur Helton and Sergio Vieira de Mello, who were among the 23 killed in the blast. The issue starts with a piece from Gil Loescher, who survived it, and continues with discussions of the role of the UN and other humanitarian actors in Iraq, Kosovo and East Timor, Southeast Asia, and the Russian Federation. The issue also considers institutional reform of the UN as a whole, and the legacy of pro bono legal representation.
